Punjab to Appoint Two Headmasters in Every Government School

The Punjab School Education Department has approved a new education reform plan under which every government school in the province will have two headmasters, principals, or headmistresses to strengthen school management and improve academic performance.

The department has also finalized plans for teacher rationalization and the outsourcing of 5,550 government schools as part of broader education sector reforms.

Two Heads for Every School

According to the approved plan, each government school will have:

  • One regular headmaster/headmistress (or principal)
  • One Own Pay Scale (OPS) headmaster/headmistress

The appointments are expected to be completed before the end of the summer vacations.

Responsibilities of the OPS Headmaster

The OPS headmaster will primarily focus on academic supervision by:

  • Monitoring classroom teaching.
  • Ensuring student attendance.
  • Preparing reports on school activities.
  • Working with teachers to improve academic performance.
  • Supporting efforts to enhance the overall learning environment.

Responsibilities of the Regular Headmaster

The regular headmaster will continue to oversee the school’s overall administration, including:

  • Supervising teachers and staff.
  • Improving students’ academic and moral development.
  • Preparing school development plans.
  • Coordinating with education authorities.
  • Submitting institutional performance reports.

Teacher Rationalization to Begin in August

The School Education Department has also given final approval for the rationalization of teachers across:

  • Primary schools
  • Middle schools
  • High schools

The exercise is scheduled to begin in August and is intended to improve the distribution of teaching staff according to school requirements.

5,550 Schools to Be Outsourced

As part of the reform package, the department has approved the outsourcing of an additional 5,550 government primary, middle, and high schools.

Applications have been invited from interested organizations and parties for the outsourcing process.

Officials Expect Better School Management

According to Rawalpindi Executive Education Officer Yasin Baloch, appointing two headmasters in each school is expected to:

  • Improve educational standards.
  • Strengthen school administration.
  • Enhance teacher performance.
  • Improve student learning and development.
  • Increase accountability within schools.
